It's a statue commemorating the Roman conquest of Dacia. Ancient Dacia occupied roughly the same geographic area as modern Romania and Moldova.

The Italian state gave to Romania, as a gift, this emblematic statue in 1906 - as a recognition of our common origin, about the origin of the name Romania - citizen of the Roman Empire, two thousands years ago and so on. In the vicinity, they decorated a passage (under the Ion C. Bratianu boulevard) with some very impressive basreliefs about the fights between the army of the Dacia state and the Roman Empire...

The area is basically a construction site, and the passage underneath the boulevard is an exhibition of toxic nationalism... but the statue worths a few minutes of detour.
